On October 14, 2020 at 12.00 at the BSU Fundamental Library (Independence Avenue, 4), the agreement between the National Center of Intellectual Property and the Belarusian State University on the creation of a second-level technology and innovation support center on the basis of BSU will be signed.

The event will be attended by Uladzimir Rabavolau, Director General of NCIP, Vasiliy Safonov, Vice-Rector for Research, BSU, Vladimir Kulazhenko, Director of the BSU Fundamental Library.

The international project for creating a TISC network, initiated back in 2009 by the World Intellectual Property Organization, is designed to help build the innovative potential of countries and regions by providing information and scientific and methodological support to users of TISC services in the field of scientific, technical and innovative activities.

Currently, NCIP, in accordance with the Agreement with WIPO dated October 10, 2016, is implementing a project to create and develop a TISCs’ network in the Republic of Belarus, which aims to stimulate innovation and economic growth by simplifying access to technical information and strengthening the ability to effectively use the information received.

Within the framework of this project, a regional three-level network of centers is envisaged:
1st level TISC – on the basis of NCIP, as a coordinating body;
2nd level TISC – on the basis of the Republican Library for Science and Technology and its regional branches, educational institutions and the National Academy of Sciences of Belarus;
3rd level TISC – on the basis of organizations and enterprises.

To date, the TISC points are established on the basis of RLST and its regional branches, and a 1st level TISC is hosted by NCIP.

It is planned that, in the future, the development of the TISC network on the basis of educational institutions will create additional incentives for the effective use of scientific and technical information by young scientists, as well as the teaching staff, and foster their involvement in the innovative development of the country.
