At a meeting on June 16, 2020, Verkhovna Rada of Ukraine adopted the law on the creation of the National Intellectual Property Office (NIPO).

The draft Law No. 2255 was adopted on the second reading approved by 245 deputies with the minimum required 226.

NIPO, in particular, will be engaged in the registration of inventions and utility models, granting of patents, examination, and maintaining the State Register of Patent Attorneys. Moreover, the agency will be empowered to represent Ukraine in international and regional organizations.

The head of NIPO will be elected by open voting.

It is planned that the organization will be financed by fees for intellectual property rights protection.

An explanatory note to the draft law says that after the creation of NIPO in Ukraine, a two-tier system of state administration of the intellectual property sphere will be established: the Ministry of Economic Development, Trade and Agriculture will shape and implement state policy in this sphere, and NIPO will perform certain public duties.

The authors of the law noted that while drafting it the experience of other countries, including Germany, Japan, Poland, Estonia, Georgia, Denmark, Singapore was taken into account.
