Evgeny Alexandrovich Karmanov was born on March 2, 1935 in Alexandrovsk-Sakhalinsky on Sakhalin Island.  During the Great Patriotic War, he lost his parents and was sent from an orphanage to study at the Kursk Suvorov Military School, where he studied for ten years, engaged in boxing. He graduated from the Leningrad Military Institute of Physical Education and Sports (1960), then the Belarusian Theater and Art Institute (1967). Evgeny Karmanov is a student of the famous Belarusian muralist Alexander Kischenko.

Evgeny Karmanov worked in the monumental and decorative direction of art and easel painting. Thesis-sketch design of cafe decoration»Alesya.» Main works: ceramic layers «Gonchar» (1967), «Music», decoration of the restaurant and cafe complex «Zhuravinka» (1968), painting «Life to the Motherland, honor to no one», paintings «Belarus is my song», «Brest. 1941», «Winter landscape», «Childhood, scorched by war» and others.

Since 1965, he has actively participated in many republican, All-Union and international exhibitions, among which are solo exhibitions in Moscow, St. Petersburg, Paris, Caracas (Venezuela), San Francisco, Dallas (USA), Oldenzoal (Netherlands), Haifa (Israel), etc.

The creative legacy of Evgeny Karmanov is on display at the National Art Museum of Belarus, the Museum of Modern Fine Arts in Minsk, the Belarusian Museum of the Great Patriotic War, and the funds of the Belarusian Union of Artists. Some of his works are in private collections in Austria, Bulgaria, Venezuela, Great Britain, Germany, Italy, the Netherlands, Poland, Russia, France, Sweden, etc.
