On December 10, 2020 Chairman of the State Committee on Science and Technology of the Republic of Belarus (hereinafter – SCST) Alexander Shumilin approved the Intellectual Property (IP) Policy for Universities and Research Institutions of the Republic of Belarus (hereinafter – the Policy).

The policy was developed by a working group of IP experts (representatives of the SCST, NCIP, NAS of Belarus, BSU, BSEU, BSTU, BSUIR, PSU, etc.), created by the Order of the SCST dated September 23, 2019 No. 272, as part of the national project in the IP field implemented in cooperation with the World Intellectual Property Organization (WIPO).

The policy was developed on the basis of the WIPO Model Regulations on IP Policy for Academic and Research Institutions of WIPO, taking into account existing international treaties, legislation of the Republic of Belarus and established practice of IP management.

The policy was approved by the Ministry of Education of the Republic of Belarus, the National Academy of Sciences of Belarus, and WIPO.

The policy represents a methodological basis for the regulation of public relations in the field of creation and use of IP objects in universities and R&D organizations of the Republic of Belarus. It was prepared in order to further develop local policies for the abovementioned institutions.

The policy is advisory in nature, allowing universities and R&D organizations to be guided by it, taking into account the peculiarities conditioned by their mission, goals and principles.
