On April 21, 2021, an educational seminar “Legal Aspects of Library Activities in Digital Environment” was held at the National Library of Belarus. It was organized within the framework of the World Intellectual Property Day campaign.

The seminar was chaired by the Director General of the National Center of Intellectual Property (NCIP) Uladzimir Rabavolau and Deputy Director General – Director for Information Resources of the National Library of Belarus Tatyana Kuzminich.

In his welcoming address to the participants of the event, the Director General of NCIP noted that in 2020, with the assistance of the National Library of Belarus and other interested parties, an immense amount of work had gone into the accession of the Republic of Belarus to the WIPO-administered Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled.

“This event has brought us a step closer to the creation of a barrier-free environment and allowed authorized libraries, educational institutions and organizations of persons with disabilities to establish the exchange of works in special, more available formats”, stated Uladzimir Rabavolau.

He also noticed that the creation of electronic libraries and the use of copyright objects on the Internet set certain challenges. That is why NCIP is always open to cooperate in joint projects aimed at strengthening the intellectual property system and increasing the professional competencies of specialists in this field.
The educational seminar was attended by heads and specialists of the National Library of Belarus, NCIP, the National Center of Legislation and Legal Research of the Republic of Belarus, the Law Faculty of BSU.

The presented reports covered such topics as:

  • “General copyright issues in the libraries’ activities” (Ekaterina Yantikova, Head of the Copyright and Related Rights Legislation Division, NCIS);
  • “Use of copyright objects by libraries” (Dmitry Kaminsky, Specialist of the Theatrical Rights and Computer Programs Division, Copyright and Related Rights Department, NCIP);
  • “Topical issues of contractual relations of libraries with copyright holders” (Sergey Losev, Leading Researcher of the Research Department in the Sphere of Civil, Environmental and Social Rights of the National Center for Legislation and Legal Research of the Republic of Belarus);
  • “Legal aspects of creating electronic libraries, sites of organizations” (Diana Ivanova, Deputy Dean for the Curriculum of the BSU Law Faculty).
