New Agreements on the Intellectual Property Management within the Union State Were Reached

The 3rd meeting of the Sub-Commission on Intellectual Property of the Commission on the Formation of Common Scientific and Technological Space of the Union State was convened. The event, which was organized in the videoconference format, was attended by the Deputy Head of Rospatent Ms. Liubov Kiriy and the First Deputy Director General of the National Center of Intellectual Property Mr. Aliaksei Kurman.

The main issue on the agenda was the discussion of draft model provisions on the distribution of intellectual property rights for further inclusion in the Union State programs and agreements signed as part of their implementation. These documents are developed under the decision of the 5th meeting of the Commission on the Formation of Common Scientific and Technological Space of the Union State (Minsk, December 19, 2019). They will improve the quality and predictability of managing intellectual property issues while implementing scientific and technical programs of the Union State, involving creation of protected results of intellectual activity at the expense of budgetary funds of the Russian Federation and the Republic of Belarus.

The work of the Sub-Commission in this direction will help to solve a number of long-standing problems relating not only to the Union State, but also to Russian-Belarusian cooperation in general, and affecting the interests of all participants of scientific and technical cooperation.

When developing model provisions, Recommendations on the distribution of rights to intellectual property objects created under the Union State programs and the accounting of such objects, previously developed by the Sub-Commission on Intellectual Property and approved by the decision of the 4th meeting of the Commission of June 13, 2019, are taken into account.

The parties discussed the results of the inventory of the legal framework of the Union State in the intellectual property field, and also agreed on proposals to update the membership and work plan of the Sub-Commission. In particular, it was proposed to cover in the work plan the issues related to the intellectual property professional training.
