On April 20, 2021, within the framework of the World IP Day campaign Vitebsk hosted a seminar on the organization of activities of technology and innovation support centers (TISCs) and relevant issues of intellectual property rights protection and management. The seminar was organized by the National Center of Intellectual Property (NCIP) in cooperation with the Vitebsk State Medical University (VSMU). The event was closed by signing the Agreement on Creation of the TISC point in VGMU. The parties were represented by the Director General of NCIP Uladzimir Rabavolau and VGMU Vice-rector for Research Activities Sergey Sushkov.

The Chairman of the State Committee on Science and Technologies Alexander Shumilin delivered a welcoming address to the representatives of organizations and enterprises of the Vitebsk region. He noted that the results of the first TISC points in the country demonstrated high demand for such services. In 2020, only NCIP-based TISC point provided more than 4.5 thousand consultations for legal entities and individuals on the registration, protection and transfer of intellectual property rights.

“By the end of this year, we plan to open three more centers on the basis of universities in Pinsk, Polotsk and BSUIR. Belarusians are a talented nation, possessing huge innovative and scientific capacity. So, now our task is to ensure the due protection and commercialization of inventive activity results. It is also important to have access to the latest world developments, study vectors of science and technology modernization that are implemented all over the world. Our main goal for now is to create such TISC points in all universities of the country”, Alexander Shumilin stressed during his interview.

Within the framework of the seminar the invited speakers were the Head of the Vitebsk Regional Library on Science and Technology (RLST) Irina Fedorova and NCIP experts: Head of Division of Registration and Promotion of Industrial Property Commercialization Dzmitry Andryieuski, Head of the Industrial Property Examination Department Alena Usachova, Head of the Copyright and Related Rights Legislation Division Ekaterina Yantikova. The speakers covered such topics as “Value, progress, creativity, innovations – TISC of the Vitebsk RLST”, “Support for innovation and development of the TISCs network in the Republic of Belarus”, “Assessing the feasibility and choosing the most suitable form of intellectual activity results legal protection”, “Patent studies” , “Introduction of intellectual property rights to the civil turnover” and “Topical issues of copyright”.
