Russia passed a bill on 3D models of registered IP objects

In the second reading the State Duma passed a bill on 3D models of registered intellectual property (IP) objects and the issuance of electronic protection documents.

The document implies the provision by applicants of three-dimensional models for the registration of IP objects, as well as the introduction of electronic protection documents.

The first reading was held on February 18, 2020, when Ms. Oksana Tarasenko, Deputy Minister of Economic Development of the Russian Federation, presented the bill in the State Duma.

“The 3D models attached to the application will optimize the expertise, reduce labor costs and time by providing all the details of the claimed technical solution, even the most insignificant ones. Upon completion of the automation of Rospatent and filling in its registers, it will be possible to carry out an automated search by 3D models. Also, in case of IP rights infringements, three-dimensional models will provide a more detailed visualization, thus helping more clearly reveal the essence of the technical solution. The proposed approach meets the needs of modern markets and ensures the interests of potential applicants. The adoption of the bill will also reduce the cost of issuing paper protection documents,” noted the Deputy Minister in her report.

According to the Director General of Rospatent Mr. Grigory Ivliev, the bill will allow not only replacing outdated data formats (flat projections), but also digitalizing patenting in Russia. Moreover, three-dimensional models are now a matter of international discussion.

“We find it very important that the 3D standard becomes international,” stated the Head of Rospatent.
