The State Committee on Science and Technology of the Republic of Belarus (SCST) and the United Nations Development Program in the Republic of Belarus (UNDP) plan to prepare a draft Strategy of Belarus in the Sphere of Intellectual Property for 2021 – 2030. The SCST Chairman Mr. Alexander Shumilin and UNDP Resident Representative Ms. Alexandra Solovieva hold the meeting to discuss the action plan and prospects for further cooperation. In the framework of bilateral cooperation, the parties also agreed to develop the franchising market, technology and innovation support centers and intellectual property market infrastructure.

“The State Committee on Science and Technology is interested in working with UNDP in implementing projects aimed at achieving the Sustainable Development Goals, including the creation of the Center for Scientific and Technological Forecasting in the Republic of Belarus using foresight methodology,” said Mr. Alexander Shumilin. According to him, such a center can be created on the basis of the Belarusian Institute for System Analysis and Information Support of the Scientific and Technical Sphere. One more promising area of cooperation highlighted by the Chairman of SCST was the creation of joint venture funds with the Belarusian Innovation Fund for the implementation of innovative projects that are consistent with the priority areas and Sustainable Development Goals. In addition, Belinfond is ready to act as a coordinator of projects in the field of public-private partnership and join the Acceleration Laboratory team at the UNDP office, which will facilitate search for solutions needed for innovative development.

It should be noted that SCST has a proven track record in cooperation with the United Nations structural units in the innovation development sphere. So, together with UNECE, they implemented projects for the preparation of innovative development reviews of the Republic of Belarus (2011, 2017), the project “Subregional Review of Innovation Policy”, in which UNDP was directly involved. In 2019-2020, SCST and UNECE implemented projects to assess the effectiveness of state innovation policy, expand the portfolio of financial instruments of state innovation policy, in which technical assistance was provided by UNECE.
