On September 21, the 61st Series of Meetings of the Assemblies of the Member States of the World Intellectual Property Organization, which will last until September 25, was opened in a videoconference format.

The Belarusian delegation was headed by the Chairman of the State Committee on Science and Technology Mr. Alexander Shumilin, who delivered the statement to the participants of the event.

“Mr. Chairman!

Mr. Director General!

Distinguished participants of the Meetings of the Assemblies!

On behalf of the delegation of the Republic of Belarus, allow me to welcome you at the opening of the 61st Series of Meetings of the Assemblies of the Member States of the World Intellectual Property Organization and wish you every success in conducting this event.

Belarus would like to thank the Director General Dr. Francis Gurry for the purposeful work aimed at strengthening WIPO potential, enhancing its image in the international arena and establishing fruitful cooperation with the member states of the organization. We look forward to continuing this activity under the leadership of the newly elected Director General of WIPO, Mr. Daren Tang. Belarus is ready to further develop cooperation with WIPO to strengthen the role of intellectual property in the development of the economy and society.

I would like to note that following the visit of Mr. Francis Gurry to Minsk and his meeting with the President of the Republic of Belarus in June 2019, we commenced active work on the strategy of the Republic of Belarus in the intellectual property sphere for 2021 – 2030. The purpose of this strategy is to create the necessary conditions for transforming intellectual property into an effective tool for socio-economic and cultural development of Belarus.

On October 22, 2020 Belarus will become a full party to the Marrakesh Treaty on Access to Published Works.

We stepped up work towards Belarus accession to the Hague Agreement on Industrial Designs. Currently, the respective draft Law is being considered by the Government.

Belarus is interested in expanding cooperation with WIPO in respect to more active implementation of e-PCT and IPAS electronic systems, as well as creation of a national center for mediation in the intellectual property field in Minsk.

Chairing the Eurasian Economic Union in 2020, Belarus actively promotes cooperation in the intellectual property sphere within its framework, and also interacts with patent offices of other countries of this region – Russia, Kazakhstan, Ukraine, Poland, Latvia, Lithuania, Estonia and others.
Belarus, as a high-tech industrial country, reiterates its readiness to organize and hold a WIPO Diplomatic Conference for the Conclusion of the Industrial Design Law Treaty.
